If I can trust my memory I think this sounds more like a firewall issue than bad internet. btw, did you make a typo in your post ? because i think you upload speed may be 0,3 mb/s.

like Rydian said, can you run some speed test en post the result like ping etc here? a good speedtest for example : http://www.speedtest.net/

Well since it seems to be spotty I'd say a ping consistency test.

  1. In your start/globe menu, go to the "run" command. If you're on vista/7, you'd use the little white box near the bottom. Type in "CMD" and press CTRL+SHIFT+ENTER.
  2. In the black box that comes up, type this with no quotes, and press enter. "cd desktop".
  3. Then in the black box, type this with no quotes and press enter. "ping -t google.com > ping.txt". It won't appear to do anything, just let it sit for a few minutes.
  4. After a few minutes, go back to the black box and press CTRL+C.
  5. Type "exit" with no quotes and press enter to close the black box.
  6. You should have ping.txt on your desktop. Copy it's contents onto a site like http://paste2.org/new-paste and link us.

it is due to the fact that you live in india.
you are probably playing with people around the world.
when playing with people far from you, communications take time, the data sent by your 3DS takes a while to be received by the other players.
that means lag occurs, and possibly communication errors too.
there is no way around this, your only hope is that other indian players will play this too, or you move to another country :P

I had this problem too and it appeared to be my firewalls work.
I don't know how I fixed it anymore exactly, bt if you add an exception for your 3DS it should be fixed.

I'm quite sure that is not a problem when you have a good stable internet connection.

Also, OP should check if he's downloading something.

You should be able to go into your routers settings by typing 192.168.0.1 or something similar in your browser.
There should be firewall-settings around there somewhere and you can add exceptions there.
I don't know what router you use of course and I'm not an expert so you should look into your routers manual to be sure how to do it.
If you don't have the manual anymore you can always look around for it on the internet.

And I thought my connection was bad.
lol

Lol-worthy it is, during downtime (which is often after 2AM), I get 7mbps download, but I often get upload that's slightly higher (which is very unusual, it's supposed to be the other way around). Note that this happens ~5% of the time when I use it. The other 95% of the time, i rarely get >1mbps download.

have you ever heard about latency?

it doesn't matter how much bandwidth your internet has.
if destination between player to player (known as peer 2 peer) if too far, latency goes up.

More latency = Delay/Lagging occur.

it also affected by activity on your network, just for example: your sister/brother/or you downloading something/or streaming youtube, you will have a miserable game experience.
read about it on wikipedia http://en.wikipedia.org/wiki/Latency_%28engineering%29

type this on your computer
on win 7 type on search bar and run CMD

on win xp: start menu run type CMD enter

type on cmd prompt
ipconfig /all

see numbers on default gateway, that is your router/modem IP Address
type it on browser and log in into it.

Go to firewall menu somewhere on advance tab.
checklist on it, if it's enable, disable it.

if you don't understand this thing, I suggest, just leave it and play something else.
