Class 4 is a perfect speed for NDS games/Roms.
I have a 16GB myself, and I can tell you that it holds well-atleast 200 NDS Roms, which is nearly my entire NDS library on a single cart with 1GB to spare no-less. And I'm all too aware of ripoff SD prices in flashcart sites. But damn, thats a hell of a deal, 2 weeks ago that same card was $20+shipping. I have eight 16GB cards and that price is seriously tempting me to scoop up 2 more.
If you're going to use the microSD soley for NDS roms, than get that card. Its a perfect fit for any flashcart in terms of storage, speed, and price.
However, if money is not an issue here, I would advise you to lean towards

A little pricier, I know, But I have a Sandisk Class 4, ADATA Class 6, and Amazon Basics Class 10 microSDHC cards and the Class 10 can make copying my 15GB worth of games in a 3rd of the time the other cards do. What takes my Sandisk 20 minutes to do, can be done in 6 by the Amazon Basics. Although it should be noted that I have higher-speed cards because MicroSD are versatile cards that can be used on my DS, PSP, Camera, MP3 Player, Tablet, or Phone, and higher class speeds are required for recording in higher def devices.
On average it will take the Class 4 2 minutes and 30 seconds to copy 1GB, so time adds up should you try and fill up to it's 15GB capacity (could take up to 35-40+ minutes to copy full capacity). Though should you be contempt with those write speeds, then definately pickup that $8 16-4 (16GBClass4). However should you intend to use the card on multiple devices (even for devices that havent even been invented yet), go ahead and splurge and get the Amazon 16-10 (16GBClass10). I own two Amazon's and they both get 16-18 MB write speeds, even though they're advertised to offer only 10MB.
And incase you're curious, that Sandisk 16-4 claims to have write speeds of 4MB/s, but really gets about 6. Though write speeds aren't important to the playing experience on the DS, write speed has a direct relationship with read speed. The higher the write, the higher the read, and in the past, you needed faster cards to play certian NDS games like Castlevania. I don't know if flashcarts have jumped that read speed hurdle yet, so its just safe to use Class 4 cards or better (or a high quality Class 2). Thats why Class 4 is a perfect fit for NDS roms.
And sorry for wall of text... I'm actually very passionate/obsessed with high-capacity microSD cards. Its why I own so many 16GB cards. I'm just excited that each one of my cards hold 15GB of information, and are smaller than a dime, and can be used in many devices via different microSD adapters. Also, it should be noted that Amazon Basics cards come with that "new electronics" smell, the Sandisk doesn't. I bought my Amazons just after christmas and I'm still sniffing them everytime I pull one out of my PSP. Amazon does have Amazon warehouses all over the united states, so "3-5 Day" orders may really be 1-2 days ones. I recieved my Amazons just 2 days after my order because a warehouse was in my county.
