You must be using firmware 6.61. It can be custom or official. Going into the store always gives an error and nothing appears but the store does load. It's just blank. If you go to the Playstation Store online on a computer/tablet/phone and purchase a title, it will appear in your download list on your PSP when you reload it. I made a boring video if you want to waste a few minutes.

Themes can be purchased on the Playstation store website and be installed the same way a game is able to install. Just be aware that themes that were pulled off the store cannot be purchased again.

You can buy things off the playstation store. I did it 20 minutes ago with Legacy of Kain: Soul Reaver. I just bought a used psp 2000 last night got pro cfw 6.61 infinity installed on it. I had already signed it into PSN last night. I went to the information board option under the PSN category in the XMB and loaded the first option and there were 2 games displayed; Chrono Cross and Soul Reaver. The purchase went through with no issues and I now have it freshly downloaded to my system.
