Yeah I don't think yellows8 would go to the trouble of changing the wording of that sentence if the status of a private exploit didn't change. He's a very logical person and he wouldn't waste his time changing the wording if there was no practical purpose to it.

Full system control exploits are only known for system versions up to and including 9.2.0. --->

That's a big difference in meaning even if it's only a single word.
 
I wouldn't hold your breath. This might be something that might not be released until the end of the 3DS's commercial lifespan or until another kernel vulnerability is found. Now, this could mean another vulnerability was found so this one is being pushed up for development of the exploit, but either way we don't know. Until something is released, I'd work off the idea that we're going to be limited to Userland.

The dog is the public kernel exploit and the cat the private one

The one thing that needs to be known is that even if yellows has a private arm9 sploit, that doesn't necessarily mean he'll release it or even sell it. Especially if this is anything to go by.

It's a speculation! He could even wrote: "We have access to kernel in 9.2+. Now it's private as it's very unstable. As far as it will became more stable we will release it or make a PoC"

The one thing that needs to be known is that even if yellows has a private arm9 sploit, that doesn't necessarily mean he'll release it or even sell it. Especially if this is anything to go by.
This needs to be known, not by interpreting webpages...

OF COURSE IT'S SPECULATION. The point isn't that it's public or private. The point is that it went from known to private.

1. yellows8 is ascii encoded, so convert it to decimal: it's 121101108108111119115561310
2. 121101108108111119115561310 in base 16(hex) is 642C28399D95A800000000
3. in 642C28399D95A800000000 there's 99 > 9.9 we add 0 > 9.9.0
4. in base 27 it's 226580407K1NMKN5LEP: there's 26
5. 9.9.0-26 kernel exploit confirmed
 
it went from known to public, not to there's no public exploit, because that would imply that there isn't any public exploits at all
