This doesn't edit resolution. It edits math equation responsible for choosing best resolution. So you can force in config static 720p and it will work.
I'm sorry but where is the config static?
I'm using yuzu btw

(already using 2X (1440p/210p))

Read the first post, use the lib_nx.ini to disable dynamic resolution red_auto=off.
tried it didnt work
dynfps is some how reducing the resolution even when the 2x super sampling mod is being used which doubles the game internal resolution and the scalar of yuzu is applied on it for a great image
but all this is not working with dynfps

You can't use the 2x super sampling mod with dynafps that was told to you earlier. But you can use the lib_nx.ini engine settings.

Overall Dynamic game speed(Speed multiplier throughout game)

Not all games are like that. fps 30 > force 60
game speed is x2 as well. understand? That's what it means.

Something I noticed was that the bloom in the game looked like it was still being rendered at 720p resolution. I fiddled with some settings and making these changes fixes the low resolution bloom (and possibly other effects that rely on resolution):

red_sclX=2.5
red_sclY=2.5
red_hdsclX=2.5
red_hdsclY=2.5

red_Auto=off

My guess is that red_Auto controls the dynamic resolution scaling, whereas the other variables control the base resolution. I also haven't played around enough with it yet to know if the game will revert to lower resolutions at some point, or if it breaks anything so ymmv.

Is there any way to achieve this higher quality Bloom without changing those values to 2.5? I am using Yuzu with 2x scaling and setting red_ values to 2.5 fixes the low quality bloom but really hurts my fps as well. having those values at 1.0 looks sharp with yuzus scaling but causes that bloom issue.
 
For Yuzu to have good sharp resolution all you have to do is:
- set 2x scale in emulator
- download theboy181 mod from here (bottom page): yuzu-emu.org/entry/yuzu-art

then put in the mod to user/load/01100e95004938000

you can see the folder right clicking on the game in yuzu then "show mod folder". also you can see if mod is installed clicking on game property (its going ot be checked after DLC).

replaying this game on my PC and it looks very very good (4k'ish) with this mod. Everything is supersharp and resolution is 4k.
