most stupid question ever. but not the first.
the ds uses an ARM cpu. not an intel or AMD one, so even someone did mess around with xp, you still cant boot CounterStrike or Internet Explorer or any other x64/x86 application, because the DS has an ARM cpu.
sure you can send your employment application form to microsoft and get WinCE, but you still cant boot windows applications

As for the dual cores, I'd suppose the idea would be to run it on the one 66 MHz core, which alone could run Windows 98. It's a 32-bit chip, but it's different from a standard architecture, so I'm not sure what that implies.
At any rate, you'd have to wonder what the use would be.

Speaking of DSLinux, is there a GUI desktop on that?
the PSP took around 15 mins to boot win 95 alone...
and took forever to load a small app, which a lot of the apps didnt even work...
