Will dolphin run on these specs?

The specs are AMD E1-6010 APU with AMD Radeon R2 Graphics, and 1.35 GHz.

i have a intel hd 4000 graphics with 4gb ram @CORE i5 3230 @2.6 ghz with turbo boost to 3.0 ghz i think and very few games run on dolphin for me

That's probably because you don't have a dedicated gpu. cpu sounds good enough to run games if you set the settings right
