This is the same thing that i wondered about with the wii, and when you turn off the power a red light on the system is still on. Does this mean its still on using power, and this is the same question for the wiiu that even stupid google couldn't answer.

so nobody knows then.

Why are you worried about it? It doesn't take a lot of power to turn on those lights, and listen for the on button. You want to be able to turn it on from the gamepad right? That's going to cost some power. But it's not a lot of power, you won't notice it on your electric bill. Maybe it uses something like $1 per month, but your bill goes up and down a lot more than that.

EDIT. I looked it up. http://www.anandtech.com/show/6465/nintendo-wii-u-teardown

The Wii U uses 0.22W on standby. Surprisingly low. That means it costs about 2 or 3 cents per month.

You phrased the question weirdly. What you should've asked is how much power does the WiiU use in Standby, since that's what you want to know - it obviously takes power, you can see the light.

The WiiU is powered by a 75W power adapter, during standard operation it takes less than a half of that amount. When in Standby it takes 0.22W, this power is used for the fancy light as well as for staying connected to various services.

The WiiU also has no Spotpass - nobody's going to go around with their WiiU in their backpack and "Pass" by anyone else doing the same thing - you were thinking about Nintendo Network, julialy. :)

It has Spotpass--surely you mean no Streetpass?

I always thought this was a lame idea on all devices. It should be No light = OFF. Green Light = ON. I mean really, do I need a red light to tell me it is off? I can see it is off.

The light is useful, means that power is working. Otherwise, you wouldn't know if it was off because you wanted it off, or because it was unplugged, or the breaker was switched, or whatever.

Plus, using no power would mean remote controls wouldn't work when the device is off. We don't want that.
