I might be wrong, but I thought Wii backups were decrypted anyway, so not 100% exact copies of the original... so if Nintendo found a way to detect altered games, I think it would have an impact on "normal" releases just as well as on scrubbed ones.

Anyway, yeah, scene rules are sometimes stupid. But who cares? THEY are the people who provide you (though unwillingly) with games, music, whatever... so I think anybody who uses or has used their releases should be grateful.
Besides, they only represent the first stage of the whole process of games ending up on your computers... so torrent trackers, usenet posters, etc. are still free to scrub the releases if they want to (and they should do so, IMHO) before they release them to the public.

Has anyone actually played this? I've burnt the game twice and it crashes as soon as you leave the start line. Game freezes with a high pitch noise.

It works on PAL and the menus are in English but once the race starts it instantly freezes.

That particular 'encryption' as such is on every single DVD-type disc in the world - for a standard DVD format disc the drive decrypts it on-the-fly and you don't notice a thing. Since Wii discs are in a proprietary format (very similar, but just different enough), a standard DVD drive can't do this, and so the current method of dumping instead involves retrieving the raw data then turning it into a proper image afterward via software.

But who cares...

Same here, i've tried 50 and 60Hz but unfortunately it freezes on both modes

Did you try with Wii Video Mode Changer?
