I didn't have that specific article in mind, but remembered the events quite well.
I Googled the words: sega dreamcast production denies
If you have a good idea of the words that should appear in an article you're looking for, and some of them are about a unique event, you can usually find what you're looking for. Leave off words that you can't be sure would appear. I didn't use "stoppage", "stops", or "halts" because there are so many words that could be used to describe that part of the event. And try to anticipate and use words the way they would be phrased in the article. I used "denies" rather than "deny" or "denial" for this reason.
Another tact you can take is to use google's search tools to narrow the window of the search to a certain window of time. For example, if you're looking for impressions about a long-lived game like World of Warcraft from before it's launch, you can specify in the search tools to only offer results from prior to Nov 23, 2004. I didn't have to use that in this case, but it's a useful tool to know about.
I don't know how other people develop their 'Google-Fu', but I think mine came from using lots of very literal pre-Google search engines in the 90s.
