i have installed twilight hack and a couple of wads but sysem memory says free some blocks if i was to format memory would i have to do twilight hack again i hardly have any game saves

Well, if you have to free some blocks, all you have to do is delete some of the WADs you installed to make room, then reinstall them when you want them back.
You shouldn't format your system memory unless you absolutely need to. That is, screw up your Wii or something. If you format, everything (everything!) will be erased, leaving you with a completely empty Wii, as if it was new.

I think a few of the early systems could benefit from that, at least up to the 8 bit generation, by the 16 bit generation I think TVs had gotten a lot better in almost every way

Just give it a try, but honestly if you have a 3DS you can play DS games without a card just off the internal SD card
