So I can't access my Wii hardrive since it always tells me to reformat so is there a way to get homebrew stuff such as like emulators onto my Wii through Wii backup manager or do I need another program to get homebrew applications

Most likely your disk is formatted with WBFS file system.
Now it is generally accepted to consider this file system kinda like obsolete and it is now more fashionable and trendy to use FAT32 formatted disks.
The disk can be (re)formatted completely to FAT32 with the loss of information on it with using utilities like guiformat.
Or it's possible to convert the file system from WBFS to FAT32 without losing content using utilities like wbfs2fat.
And yet, very often homebrews themselves prefer to live and store their binary/config files exclusively on an SD card. But of course it depends on homebrews.
