I've tried both CtrBootManager and BootCtr.
I've tried changing the timer on both.
I've tried changing filenames and versions of reiNand.
And yet, I get a near-0% bootrate, only booting if I go through Homebrew Launcher first and either launch it there, or exit from it, let menuhax trigger again, and then reiNand might boot.

Why is it so shitty? Is there any fix? What can I do?

with ctrbootmanager, are you using ReiNand.dat with offset 0x12000?

does SD card have to do with boot rate?

Tried with /3ds/ReiNand/ReiNand.3dsx?
I boot rxTools using the 3dsx because of the shitty bootrate I get from code.bin.

I do use sysNand to install DSiWare and GBA stuff, and I really don't want to downgrade to 2.1, and risk a brick, on a New 3DS model, just for a chance of a higher emuNand bootrate.

The bootrate is guaranteed... unless your SD card is dying..

For me it's the other way around, at least from menuhax-coldboot. (It works fine through HBL)
i am using CtrBootManager with several options in the menu like HBL and GW and ReiNAND
i set it like this

Code:
entries = (
    {
      title = "Gateway";
      path = "/3ds/GW/GW.3dsx";
      offset = "0x12000";
    },
    {
      title = "rxTools";
      path = "/rxTools/sys/code.bin";
      offset = "0x12000";
      key = 0;
    },
    {
      title = "HomeBrewMenu";
      path = "/bootHBL.3dsx";
    },
    {
      title = "ReiNAND";
      path = "/3ds/ReiNand/ReiNand.3dsx";
      offset = "0x12000";
    },

Well it blocks access to sysNand and downgrading to 2.x to get the OTP risks a brick.
It risks a brick indeed (even though the latest tutorials are pretty safe (the problem is that you spend hours dumping stuff)) but it doesn't block access to sysNAND. AuReiNand allows you to boot to sysNAND by hollding a shoulder pressed. With sigpatches.

Sooo. I think I fixed it. Reinstalled menuhax, decided I'd have to deal with the debug crap. ReiNand suddenly decided it wanted to work.

Only issue is, Rei thinks it'll work after reinstalling menuhax, then stops working, say, the next day or so. Done it quite a few times. Chances are it'll happen again.

Probably your console memory card is dying...
