As for the danger part there is no actual danger to handing out one's friend code, I can see someone worrying over it for the first time though. Like using a creditcard online for the first time or using your real name online for the first time. I can also see it being like the wii u though, where some game will want a picture of you and it makes it manditory. Someone might not want to be seen, some might not want to be heard, others might just want a simple online game.
I remember playing the playstation battle all stars beta, the thing brought up an error when you had the mic disabled for play, and would sometimes kick you from a match for it. The thing is when I played everyone having their mic on bogged down the experience of the game, sounds were constantly heard during matches clouding out the music and sounds. Now think about it on the 3DS where you CANNOT disable the mic at all. Least as far as I know.
