Pay? Why pay if you have a entire community willing to help you?

You just need to read some tutorials. Is not that hard. If you know english it will be easier.

Back on topic, OP I don't think you need to pay someone for homebrew and downgrading there's plenty of helping hands in the community that will do it for free. I would look into this guide you can stop at a9lh cause most people don't need that if you wanna get a hardmod talk to @hundshamer or follow this guide

i can guide you if you want. We can use remote access and webcam. I used to be a tech support and i think i will be able to instruct you easily.

That's why if you're going to hack someone else's 3DS, give them a warning.

I hacked a friend's 3DS and I told him before I did anything, "This may break your 3DS, I am not responsible if it does. I'm not forcing you to hack your 3DS, it's your choice. If it ends up breaking, oh well. If it doesn't, then great."

Like everyone is saying, do it yourself. If its on 10.3 or lower it's insanely easy, but if its on 10.6 or 10.7 its still possible. Just downgraded my wife's 2DS from 10.3 yesterday.
