Hacking What's the deal with SaveGameFiler?

There seems to be clauses about headers and pointers, and Type1 and Type2 games. What are the rules?

Can SaveGameFiler copy saves both ways between 9.0 Emunand (CIA) and GW 3.1.1 card (3DS) for any 3DS game?

Should be able to, just need to delete the secure value before importing a save.
