Any idea what would the come with? Iirc new 3dses are shipped with 9.2-9.5 but I think that could or would've changed

Shipping? They ALL ship with 11.x since a few weeks ago.
n3DSes with 9.2 are the original, first produced consoles, so you definitely won't find one unless you look.

But you can still find <11.x if you find one that has been kept in stock for a while, or preowned but not used.
