What tool is this?

There was a competiotion where you could win an iPod nano at my school today and the only question I couldn't answer was:
What is this tool they are using?



Is it: a cutter, a drill or a lathe?

It's supposed to be the same tool in both pictures but it's hard to see what it is. My guess was a cutter though I'm not sure at all.

Sorry to say it but that first picture is a lathe, had to use one for GCSE

That brown part in the bottom right is the cylinder of wood/metal he's working on, clamped in the zig-zag metal jaws, which spins and you line the arm they're moving up to it to shave the edges off.

The second picture's just mean, you can tell it's the same machine from the shape of the handle but can't see what they're working on at all. (Edit: wait I get it now, it's so you can (despite the blurry-ness) just about see the round dial with a black handle in the distance under her hand, used to fix the maximum depth you want to go to.)
