At this point I figure it's something more then the 'scene' simply lacking a person with the magic trio of adequate free time, knowledge\skill, and desire. I'm guessing that each of the popular, open-source emu's require some sort of tool or coding asset that the scene lacks.

Uae4all2 on the Vita and now Switch is probably the closest thing. It could likely run on New 3DS systems well enough, if someone wanted to put in the work.
