Even though it's been little over a month since 11.3 came out, there's still plenty of time to get a 3DS on 11.2 and below. It normally takes upwards to 10 weeks for shipping and several weeks depending on you location to get to the warehouses and leave the warehouses. Products like electronics are only shipped to stores as needed.
