My Wii is most likely Mail bricked, is there a way I can fix this. I found an application called de1ete mail brick fix (something along those lines) that was recommended to a user on these forums however I cannot find the application now. I can't delete cdb.vff myself. Is there an archive of mailbrick fix or did it never exist?

I believe so, I was able to interact with settings.txt which IIRC is in the same directory as cdb.vff

Just to be sure : you do not have bootmii as boot2 and you do not have a nand backup neither, do you ?
Because if you do, the easiest way is to restore your wii's nand
