Hacking What does "use as Base" mean?

I've read the CompleteSoftModGuide (and others), but I can't seem to get my head round what it means to install using IOS as "base"?

Can someone help?

A base for a cIOS is the IOS of a Wii you/the installer is using as base for the cIOS means, that you install cIOS with IOS38 as base, your cIOS is a modification of IOS38 in another IOS-slot.
