To be honest, if I knew where to find them and got the hardware to run the wiki, I would do it, for sure.

There aren't that many payloads. And they are not very useful to the average user anyway. Pretty much everything the average user will ever need is GodMode9 (for completing the guide, creating NAND backup).
From my test console:

• Various GodMode9 versions
• Various Luma3DS versions
• Decrypt9WIP (outdated, not supported → use GodMode9)
• Hourglass9 (also outdated → use GodMode9)
• ntrboot flasher
• SafeB9SInstaller (those two to test B9S versions as well)
  
• OpenFirmInstaller (as fastboot3ds)
  
• b9scheck
• native firm

There's also the patch for Dragon Quest Monsters Rocket Slime 3D.

I was wondering, could we launch TWL_FIRM and AGB_FIRM from the chainloader?

Launching the TWL_FIRM as a standalone gives you the "An error has occurred. Press and hold down POWER button to turn the system off. Please refer to the Operations Manual for details." in Japanese. AGB_FIRM goes to blank screen and boots you back HOME Menu.

There is someone who is working on homebrew alternative to AGB_FIRM.

What can I load up on there?

Technically...every payload? But you only really need godmode9. Because it is still updated and the most useful tool out there. I deleted mine and installed fb3ds. FBI has an built-in file browser which makes gm9 obsolete for me. Nand Backups can be created with fastboot3ds.
