Try the test internet connection option in system settings and see what happens.

Everything is fine but PSN Sign-In (Error NP-2066-4 "You must update the system software")

That is strange because it still works for my 3.52 vita. If I remember correctly
I think i had a similar issue before and i got rid of the update notification by putting my
vita on airplane mode then restarting it and then setting up the proxy with vitaupdateblocker.
If that doesn't work than I don't know of any other solution, sorry :/

Okay, fixed it by taking my Memory card out when booting. So, im CMA and can send and recieve files. What now?

Then if you want eCFW hacks, you need someone with access to your PSN account to download a PSP game or demo, and hack it to contain an ARK or TN-V bubble.
Then he can back it up to QCMA, send you the backup, and you can restore it to your Vita.

I'm on 3.52 firmware, which is capable of using the email exploit. Like I said before, I offer a service to make and share these ePSP exploits with users on newer firmwares.

But you may instead want to see if eCFW becomes available on 3.60 with the new HENkaku exploit.
