Hacking Weird Mojibake Error Message on Region-Altered Rockman 10 WAD

I'm a big MegaMan fan, and I decided to download WADs for MegaMan 9 and 10.
I also got the Japanese versions.

Then I installed Wiimmfi onto all four of them.

Of course, for the Rockman games, I used ShowMiiWads to convert the regions to USA so that I could...you know...play them. (Trust me, I've tried doing it without that once by accident, but that's a story for another day.)
First, I tried Rockman 9. It worked, and I was slightly shocked to see that the leaderboards are shared between regions.
Then, I tried Rockman 10.

...what the hell.
What I do know is that this isn't the (v)Wii's region-lock kicking in, because when that happens, the "Start" sound gets cut short and it instantly fades to an error message simply saying, in plain English, "This channel cannot be played.". (Or at least something like that.)
What I don't know is what this message means. Is it an extra layer of region-locking? Japanese-exclusive anti-piracy? A fatal error with the WAD? Anything?!
