I found this file
It says Generated By MultiEdit V1.3 On 14/09/2002 22:46:02 [http://icey.gouranga.com]
MultiEdit is an GTA 3 multi edit program LOL
How come they use a homebrew mod app for GTA 3, in Bully¿?
By the way I have checked MultiEdit, but it is hard to open this file because it asks for GTA 3 folder and automaticly selects file it won't let you choose

Probably they used an old engine with updated graphics and models, and this got left in there by accident. I doubt they were working on Bully for Wii in 2002.

Yea but how come Rockstar used a program made by a GTA 3 Modder not from rockstar games
Tough files are weird i also found a file saying it was made by Richard Jobling but he is "Senior Core Engineer at Lucasarts" ?!

It indeed uses similiar engines as GTA 3,
I'm able to open IMG Files with GTA 3 Img Extractors

Bully uses the same engine as GTA3.. the developers probably modified some stuff from GTA3 to put in this game, easier than start from zero.. this was probably left there by accident..

Not buy accident, all the way down you can see the vehicles
All these are in the Game I think kart is in the game bike and stuff tough I think the Scooter is taken out of the game

Pull apart a lot of games and you will see some interesting things.
A lot of the big developments in DS rom hacking like the sound files being reverse engineered come from files being left in, I have found batch files, developers notes/comments, zip files, rar files, picutres and there have been a few cases of entire translations being in there but not used in game (there are several that have gone largely unnoticed as well.

Also very few things ever get engineered from scratch, engineering is predicated upon such a concept.
As for a homebrew app being used most developers are fairly high grade computer engineers and if they see a good tool they will use it.

edit: @arctic_flame if we are going for fun trivia then:

Bully used an engine that GTA3 uses back then with Renderware. Since EA owned rights to Renderware, Rockstar decided to make their own engine.

Bully for 360 and Wii, aka scholarship edition, had the original transferred coded to Mad Doc Software's own propietary game engine.
