I'm planning on running a webserver on an old Android phone (very low traffic, just for friends :P). How should I begin?

A quick search for "web server" on Google Play will give you plenty of options to choose from. I can't tell you which one is the best as I haven't used any of them but I can give you some help if you need.

You know it'll need 24/7 power and wifi right?
Why not run it off your machine with XAMPP (Win) or apache2 itself (Mac/Linux)

Thanks for all the suggestions! I chose PAW Server, set up port forwarding on my router, worked yesterday, now connection refused on WAN, works on LAN.

Yeah.

That's noisy! :P
