Hacking Way to load Foreign CIA

I'm using Pasta and I was curious if there was a way to use Foreign CIAs.

They can be installed, but they don't show up on the home screen.

Is there any way to access them and run them?

You can launch them through Devmen/FBI

Okay.. so It looks like I need to install FBI as a CIA as well. Thanks.

Perhaps I'm doing something stupid, but I'm not seeing the option to run it from FBI. Or at least no titles.

If you are on a new 3ds you could also run ntr cfw after runing pasta with an installed cia of cubic ninja from your own region. That way youll see the other region games from the 3ds menu in ntr mode. If you are on old 3ds then you can lauch the installed out of region cias using the way zoogie told. you just have to indentify wich game is wich in the installed titles. You can check this page wich contains all of the titles id from all the games region to be able to identify them. Good luck.
