It was a bad batch, if a shop does sell you one just get them to replace it.

Flash carts? GBA carts stopped being produced starting like 2-3 years back, but DS carts are way cheaper to make so likely not for a few more years.
Games, they're already ending. The only ones coming out are ones that were already in-progress.
