ROM Hack Wario land 4 hacking? (Do not know where to put this so i will put it here)

Hey so i wanted to develop/hack an entire game of wario land 4, the question is i know of no tool/software that enables wario land 4 hacking, so i ask....How do i do this?
(yes i know google is my friend but i rather ask some professionals)

You could use a Tileeditor to change sprites

Isn't Wario Land 4 built on the Metroid Fusion engine? Or the other way around? Look into the Metroid hacking scene, especially on ROMhacking.net, and see what you can find. There are already level editors for Metroid.
