Hacking WAD File Question

This might come off as a n00b type question, but since installing virtual console games via the wad file method is so easy is there any reason Wii games cant be uploaded as wad files? Most of the wii games i've seen are iso format.

Also on a sidenote I've read that virtual console titles have cheat codes disabled. Is this true? Or were the cheats that worked for the original system work for the VC release as well?

wii games cannot be installed to the wii, so why would be in a WAD format?

they are in ISO image format because they are rips of the actual wii game disc.
