That's just a chart to know what is present on games.
Which one have channel update.

up is the game name and the region + firmware version on the game.
left is all the wad available.

no need for a dummies book to understand it, just take 2min to read what's written.

it can be used to know wich game has the firmware update you need.

for example, everybody ask "what game can I use to update my wii to 3.1U"
Answer : Fire emblem.


PS : there is no 3.2 games available.

Well, I've seen requests around for which games contain specific IOS versions and this lists some of the older ones.
