PS1/2 Video and audio in cutscenes out of sync

Hello there, I hope someone here can help me.

I have a PS2 with a Matrix Infinity modchip and I just wondered...
Whenever I use Force Pal60 on a PAL game or even play the NTSC version the audio and video gets out of synch by a very great amount.
We're talking about 1 additional second for every 2 seconds a cutscene is playing here. So after 20 seconds the video and the audio are about 10 seconds apart from another (video is faster).

I was just wondering... Is the audio faster in the NTSC-Versions as well? Because the audiospeed seems to be correct and I can't see this making any sense.
If the audio is the same, the video can't be faster with 60Hz, so the audio has to be faster too, but when I watch videos of the games I'm playing the audio seems to be just as I have it and the video is faster.
Does this make any sense?

I really don't get it.
When I play the PAL version of any game it's like it's just not fluent.
But when I play a game with NTSC, the game is fluent but the sound is out of sync in cutscenes. How can that be?
