i dunno what you did to the PAL code or what PAL your forcing but if i start HOTDVERKILL PAL and use your force PAL the screen flickers like crazy, but if i choose use default which is PAL it works like normal, forcing NTSC has the same effect?
on Noralez V4 this doesnt happen.

Ocarina works fine and NTSC force as well, but if ocarina is on still asked to apply codes (press A) or no (press B) . Thanks for looking into this for us. To date this is the best USB loader relesed. Thaks to all that help to get it here.

I am not familiar with PAL thing, but other people said my earlier loader have the PAL problem fixed.

Doesn't the Force NTSC force 480i while the default video if your wii is setup for 480P will default to its settings? The is how I understand it.
Lastly, you guys are doing a bang up job, but can you disable the - Remove button until the wbfs corruption problem is fixxed?
