I remember last year with the news of NAND emulation, there were talks of a universal loader, from which you could load WAD's or virtual console games and Wii games from the same app.

Did this ever get implemented?

I saw N64 game box arts on WiiTDB and wondered if such a loader exists.

Is there one that isn't hideous?

Maybe support in WiiFlow, or Config?

You could do this (a bit long winded)
Get CFG, uLoader and Triiforce and also crap.

Make forwarder isos for you WW+VC. (keeps it all in the cfg menu and saves nand space)
Make a few forwarder isos for your apps/emulators etc.
Find the Wii games that use the most nand space (rockband, guitar hero, sims games etc) Make uLoader forwarder isos for these using crap and have uLoader settings use an emulated nand. The only point in this step is to free up nand space, so only do the games with the biggest saves first.

If you do this you can boot into cfg and load anything from there.

With wiiflow , you can launch VC and WW that are installed in your console , i mean in your real nand.
No need for forwarders etc....
There's a button called "channels" that change your games coverflow to a channels coverflow.
Next step is to launch VC and WW from an emulated nand , but that won't be for tomorrow
