I don't see why not. TX's CFW, and please correct me if I'm wrong, seems to be more of the patching variety (a la 3DS) than that of a true CFW (a la PS3? Vita? Which was the last to have a real CFW?).
Of course you can. If you were confused about the dongle, it doesn't stay connected. You plug it in and put in the jig then you can take both off.
