Unfortunately not - they have not explicitly said that they will use TN Panels.
My guessing is, due to high demand, they used the (slightly more expensive) IPS Panels over the TN ones.
When the demand was fed, and they got enough TN Panels, they just use them to cut costs

It's 2 types of LCD screens, IPS has better contrast and doesn't distort the colors as much as TN when looked from sharp angles, but it draws a bit more power on the battery and is more expensive. Idk why Nintendo uses those 2 types of screens, but it doesn't really matter. It's just for the fun of knowing things.

i read a lot of people complaining about having a "inferior" tn panel but you shouldn't worry about it.
i have an o3ds xl with both tn screens and a n3ds xl with top screen ips and bottom tn.
i did a lot of comparing with different games and there isnt a big difference in ips an tn top screen. (my eyes work very well )
ips has a much better viewing angle (doesn't matter cause you usually don't look from the side). it also has a little deeper colors, but the difference is hardly visible.
the tn has some advantages too! in dark areas you can see much better in games. the ips screen shows just dark black. the tn also has less scanlines and reaction time seems to be faster. my o3ds' battery lasts a little longer, which could be caused by the screen, maybe by hardware...
overall i like the tn screen even more, the picture looks a little better to me.
super stable 3d makes me play on the n3ds all the time tho

edit: top and bottom tn screen fit better colorwise

I can distinguish 9 squares on my N3DS XL's top screen and 17 on the bottom. So I guess that means I have IPS displays in both? I'd take the poll, but I don't know what "QEF", etc. means.

Since you have a N3DS: If you have CFW, you can run CTRAging to determine which screens you have with 100% accuracy.

Jep, i'm 99,9% Sure that i have both IPS Panels - got a friend of mine with unfortunately 2x TN Panels and his panels show the typical whitening/whashout while both (mine and his) device stand side by side.

As you can see, my bottom (IPS) Display is even at an angle of 179° (impossible to photograph, but by using my eyes ) quiet stable.
What I want to find out is, if the Modelnumber (QEF/QEH) seem to have more IPS Panels.

What i got out of the Reddit Thread:
QEF are more often shipped with both TN, but if you got an IPS Version, its usual that both Panels are IPS (mine is an QEF Version)
QEH are more often shipped with a combination of IPS Top/TN Bottom Display Setting, but very rare to have both IPS

So even concearning this, both have its Pros/Cons :/

I think u are right. Almost all QEH consoles i had seen are top Ips and Tn bottom. Right now i got a new one second hand for 50e and its that way, as well. Blue color.
