Is there a way to transfer saves from a hardbricked 3DS to a new one? I know you can system transfer by contacting Nintendo, but as I understand, offline transfer doesn't transfer save files.

No, at least if you didn't dump your movable.sed (or at least the CTRNAND partition which contains it) -- it contains the encryption key for SD files

I bricked it before I was able to access any such files.
Well, at least most my games are cartridge saves.
