Wherever I look it says it's used for transferring news and articles around, not files. Are you talking about a certain network which exchanges illegal files or what?

Oh, and if the site you are downloading from is public and doesn't require a login, you won't get banned (which your friend is probably using).
If, however, you want generally faster speeds and rarer files & games, private trackers that need logins come into play. They then usually have a system where you need to keep a certain upload/download ratio.
But yeah, don't worry about it unless you've gone on a site like that.

Just dig a little deeper...like on how to use Usenet. Get a newsreader called newsleecher too. Usenet is used for news and articles...but for many many many other things. You will need to find either a free usenet server...or pay for usenet service. If you do happen to pay for usenet service...you wont be disappointed...and its pretty cheap from a lot of places.
