I'm on the S.S Aqua (Olivine City to Vermilion City) so I can go to Saffron city and get the Magnet Train ticket, but I can't get off!!

I've talked to everyone and got the Flame Plate from the captain.

Go to Professor Oak's lab in Pallet Town. Talk to him. The cop will now let you go through.

Just check in every room in the boat, there isnt many and talk to all the beds

Refight the Gym Leaders and the Elite 4 and catch them all I guess. You've pretty much finished.

You can also go hard out in the battle Frontier, thats what im doing, getting lotsa BP so i can get like power bracer and stuff for EV training to battle online

You can't. You get one of the 3. Also, now you can get one Hoenn starter from Steven Stone. I don't know where he is though.

EDIT: Playing Heart Gold, how can I get Lugia? What criteria do I need to fufil?
