If people are still interested (seems like a pretty new post, so probably?), I have a degree in Japanese and would be willing to work on translating. I'm not fluent, but I know my way around Japanese dictionaries.
(I'm a few hours into The Last Story, which I imported, and have generally figured out what's going on. Great game, btw.)
Unfortunately, I don't have the time to help code any tools or anything. However, given either a text file or spreadsheet with lines, I would be more than happy to translate said lines into another text file or spreadsheet. (Or use a tool, if that makes more sense.)
