The "Invisible Unclickable Area" Bug

Okay, I'm not sure if anyone here has experienced this, but last month I noticed in the bottom-left corner of my screen, right above the taskbar, a small rectangular area appears that is completely invisible, but does not allow me to click on anything there. It is rather annoying, and the only way to get rid of it is to either restart Windows Explorer, log out, or reboot.

In the past few weeks, I haven't noticed that happening, so it must've been patched, but does anyone know what I'm talking about and what causes that?
