try disabling the firewall for a quick test. however, it could be a firewall within the router if not the pc.

Do you know how i could test this

If you're using Windows Firewall then when you first start xampp it should pop up a message that it's been blocked and you need to tick both boxes and click unblock. Try unblocking it manually in the firewall.

I found the reasons for the freezes I followed the guid from wiiu.guid and installed some controller configs wich caused the freezez so i deleted them

What was it exactly? It might be helpful to other users.

I'll bet it was that HID to gamepad stuff. I've heard of that jacking up HBL

To fix it just delete the controller directory in the wiiu directory of your sd card

I've used that, and it hasn't caused any problems for me. Unless it's a newer version than what I'm using.
