Taking Suggestions for a helpful windows app

i want to program a new app for windows, that will help with managing PSP things, like moving games, editing saves, and more. if you have any ideas, please let me know!

Why, can't you already copy, move, rename games from Windows, when the PSP is connected to the PC with its cable?
Instead I would be interested in an application like this for Android devices; to manage psp isos and emulators directly from our tablet/smartphone. Would something like this be possible? Could a PSP be connected to Android (via microUSB - USB adapter) and have the PSP recognized and managed from there? I apologize for going off topic. Thank you.

I currently don't have any experience with Java, so I wouldn't be able to program a program like that.
