Hardware System Transfer after Repair

I got my 3ds back from Nintendo after it was repaired. I tried to do a system transfer on it with another 3ds and they are not finding each other.

the target 3ds' yellow light is flashing.

the source 3ds' yellow light is not.

is there something I can do to fix this so the 3ds find each other?

any help would be appreciated.

Source 3DS: 11.0

Target 3DS: EmuNAND 11.0

Is wifi enabled on both 3DSes?
Are both 3DSes on the same firmware version?

No, the sending 3ds just says to select recieve on the other 3ds

The recieving 3ds says to select send on the source 3ds.

the problem is solved, I used cakesfw instead of luma3ds, system transfer success!
