Gaming Street Fighter Costume Question

A friend of mine asked me this question, and I couldn't give him an answer, as I've never played the original SSFIV outside of the arcade versions. Does SSFIV3DE have all of the costumes from the console version? I noticed some characters have 2 alternate costumes, while some only have 1. Are they unlockable, or did we just not get them?

new costumes came to the console version after the 3DS ssf4 game was made so they couldnt add the latest costumes. I think ssf4 on the 360 has 2 costumes per character. We're missing some but we might get those in a future dlc.

No, we didn't get them all. I'm impressed with what we did get, though.
