Just because box art exists doesn't mean that the game is in development. In very few cases, the boxart is released before any other information. Generally it is shown right before the game release.
I find it funny though about how the instructions for "The Conduit" were released before the game was released.

It would be cool though if they actually made the game and put Link in it again.
Despite believing that the boxart is fake, I cannot help but think that it is very plausible that a release would happen. The DS is the most popular console out there at the moment so I could see the game happening.
We also need a decent fighting game in that style. There was that Naruto one but that was, in all honesty, horrible.

Not to bash or anything, but instantly you can tell the pic is bogus. In the top-right it says Press 2P Start meaning that's from the arcade version.
The info, well I checked on Namco Bandai's site and there is nothing stating the game is under construction. I hate to say it, but I think the box art was just a good mock and that this game just doesn't exist.

There are so many fake boxarts made by vgboxart. Most of them look pretty professional though.

Two things wrong wtih pic i noticed. The logo is same as sc2 with added ds, and some the pics on cover are taken from sc3 while some are from sc2 = inconsistent.
