ALSO, MAKE SURE TO INSTALL THE PAL IOS WADS!!!

otherwise you will get a brick.

You can use the program NUS to DL the correct version and suck for your region.

And if you are getting errors while installing the wad and 002 errors...

I have NEVER seen a 002 error for Wiiware... either way it means your IOS are outdated. You need updated IOSes (I can see that much because you had cIOS rev 10 its ancient).

or try IOS 36 for the install.

I agree my set up is ancient - it's just that I never upgrade anything if everything I have seems to work. Now of course, sonic 4 comes out and all hell breaks loose.
One more thing- I can't seem to find any mention of region versions in NUS ... any idea why?

you go first then, how big are the file sizes? mine are 1.83mb is that the right size?

Well I can at least confirm that installing those 3 IOS (as described above) did NOT brick my wii. (phew!) - and yes they are 1.83Mb.

Now the question remains as to how I can get the Sonic 4 wad to install. I can't say I understood Troy's tip on ios36. Care to elaborate please?

I get an error (-10something). I'm using wad manager 1.5. I JUST figured out that Troy meant I should set the wad manager to use ios36 instead of 249 (at least I think that's what he meant) so I just did that and now the wad is installing!! (thanks Troy)

wow 0_0 well done i was going to say use Yet Another Wad Manager Mod as it seems to work better but you are ok now, tell me if it works fine or not.

Before I go off to play Sonic 4 into the night (it's midnight where I live), I'll just summarize my ordeal so as to help other poor schmucks like me:

Had an ancient PAL set up - something like cios rev10. Way too old.
Upgraded to ciosx rev19. That gave me wad install trouble. (Seems to be fixed by setting wad manager 1.5 to ios36 instead of 249.)
Used NUSD to first set region to Europe/PAL, then downloaded the latest IOS 53, IOS55 and IOS56. (Thanks again Schlupi)
Installed each IOS wad with wad manager as normal.
Used Showmiiwads to change Sonic 4 wad region to Regionfree.
Installed by setting wad manager to ios36 as mentioned above.

Now it works, and I'm thrilled!

The latest IOS 53 version is v5662.

The latest IOS 55 version is v5662.

The latest IOS 56 version is v5661.

Makes sure all those are installed and it should work.

Also, now that I see it, you guys said you did not update to 4.2. that has some of these WADs that is why it is not working for you guys.

I can also confirm that Schlupi's tips worked flawlessly. I had the same issues as many others that the wii itself rebooted when you start the game.

This is how I got it to work on a PAL console: I used ShowMiiWads and changed the region of the game to PAL.
Then I opened up NUSD and made sure region was set to PAL and downloaded the wads. After that I simply installed all IOS-wads and sonic4 using Wadmanager.
Went to the system menu started the game and it works like a charm.
