You can use the program NUS to DL the correct version and suck for your region.
And if you are getting errors while installing the wad and 002 errors...
I have NEVER seen a 002 error for Wiiware... either way it means your IOS are outdated. You need updated IOSes (I can see that much because you had cIOS rev 10 its ancient).
or try IOS 36 for the install.

I'm simply using NUSD, clicking "database", setting region code to Europe/Pal and then downloading the latest IOS53, 55, and 56.
Let's see what happens...

what happens when you install the wad file? and what wad installer are you using?

what happens when you install the wad file? and what wad installer are you using?
I get an error (-10something). I'm using wad manager 1.5. I JUST figured out that Troy meant I should set the wad manager to use ios36 instead of 249 (at least I think that's what he meant) so I just did that and now the wad is installing!! (thanks Troy)
Should be ready any second .... let's hope.
wow 0_0 well done i was going to say use Yet Another Wad Manager Mod as it seems to work better but you are ok now, tell me if it works fine or not.

I'd like to thank Schlupi and Troy and everyone else for contributing!
Before I go off to play Sonic 4 into the night (it's midnight where I live), I'll just summarize my ordeal so as to help other poor schmucks like me:
Had an ancient PAL set up - something like cios rev10. Way too old.
Upgraded to ciosx rev19. That gave me wad install trouble. (Seems to be fixed by setting wad manager 1.5 to ios36 instead of 249.)
Used NUSD to first set region to Europe/PAL, then downloaded the latest IOS 53, IOS55 and IOS56. (Thanks again Schlupi)
Installed each IOS wad with wad manager as normal.
Used Showmiiwads to change Sonic 4 wad region to Regionfree.
Installed by setting wad manager to ios36 as mentioned above.
Now it works, and I'm thrilled!

Makes sure all those are installed and it should work.
Also, now that I see it, you guys said you did not update to 4.2. that has some of these WADs that is why it is not working for you guys.
