Pretty sure Russia is SECAM anyway, that and the majority is in Asia.

So _real_ scart cable won't work.
Just grab component cable and cable bundled with wii. Don't forget that small RCA to scart converter.
Component cable should work everywhere You find component input.
For RCA cable You need NTSC capable tv. It's related to country You want to go. Most of them are multi system today.
For example in Poland You car will be stolen. So grab vodka instead of wii.
